Will autonomous weapons be regulated by international treaty before 2029?

Despite years of diplomatic discussions at the CCW and UN, major military powers (US, Russia, China) have consistently blocked binding regulation of autonomous weapons. The Iran conflict has actually increased military investment in autonomous systems, making regulation even less likely. Treaty negotiations on emerging technologies typically take a decade or more, and there is no indication that a breakthrough is imminent.

Resolves YES if a binding international treaty, protocol, or convention specifically regulating lethal autonomous weapons systems is adopted by the UN General Assembly, UN Convention on Certain Conventional Weapons, or a similarly authoritative multilateral body before January 1, 2029. Non-binding resolutions or voluntary guidelines do not count.
