Resolves YES if the DOJ Antitrust Division or FTC publicly announces a formal antitrust investigation into OpenAI, files a civil or criminal antitrust complaint, or reaches a consent decree with OpenAI before January 1, 2028. Congressional hearings or informal inquiries do not count.
