Will marijuana be federally legalized before 2028?

Despite 24+ states legalizing recreational marijuana and strong public support (~70% in polling), federal legalization faces persistent obstacles. The Senate filibuster, Republican opposition to full legalization, and competing priorities consistently push cannabis reform down the legislative agenda. The Biden administration initiated rescheduling to Schedule III, but full descheduling requires congressional action. The political calculus has not changed enough to overcome the 60-vote Senate threshold.

Resolves YES if federal legislation fully descheduling marijuana or creating a legal framework for recreational cannabis sales is signed into law before January 1, 2028. Rescheduling (e.g., Schedule I to Schedule III) alone does not qualify.
